ICAO-M-ITP - Competency and Licensing of UAS and VTOL Pilots (Virtual Classroom)

Introduction

This course is an ICAO Training Package (ITP), developed by ICAO and JAA Training Organisation (JAA TO), using the competency-based training methodology (Doc 9941).

This ITP will provide Policy Advisors and Inspectors from Authorities, as well as Managers, Pilot Instructors, Pilot Examiners and other senior personnel from the industry, the necessary knowledge, skills and attitudes to apply the regulations of the European Union for competence of UAS/RPAS remote pilots in accordance with ICAO SARPs (International Remote Pilot Licence (RPL) in certified category, type #1, applicable from November 2022) based on Annex 1 to the Chicago Convention.

In addition, the ITP will provide competencies to apply the EU Regulations for personnel competence in the open and specific categories of UAS operations (i.e. Regulation 2019/947), including related responsibilities of UAS operators for training. These risk-based categories are aligned with the Foreword of Part IV of Annex 6 to Chicago Convention.

Finally, the ITP will provide participants with the competencies required to apply requirements for on-board pilots of VTOL Capable Aircraft (VCA; type #3 certified operations) based on EU Regulation 2024/1111.

Course Content

  1. Describe the SARPs in ICAO Annex 1, concerning the international Remote Pilot Licence (RPL) for type #1 certified operations;
  2. Apply competency-based training, based on EU regulations applicable to the open and specific categories, as well as to on-board pilots for type #3 certified VTOL Capable Aircraft (VCA) operations;
  3. Apply the EU provisions on competence of other personnel (e.g. visual observers and fleet managers) under responsibility of the UAS operator; and
  4. Implement the competency-based training and assessment process for training of pilots in all categories of UAS operations, including qualification of instructors, accreditation of traning organisations and examiners.

Learning Objectives

Primary

  • Policy Advisors on transport and civil aviation;
  • Inspectors from competent civil aviation authorities and qualified entities (in particular those involved in flight standards);
  • Managers of quality, safety, compliance, training or operations of UAS, RPAS or VCA;
  • Instructors, examiners and competence assessors.

Secondary

  • Pilots and other personnel involved in UAS, RPAS or VCA wishing to further develop respective careers;
  • Middle managers, policy advisors, rulemaking officials and inspectors of CAAs from Departments other than flight standards;
  • Personnel of Air Navigation Service Providers (ANSPs).

Pre-requisites

Essential:

Potential participants to take this course must have:

  • Good command of English language;
  • A university graduation (bachelor) or equivalent work experience;
  • Three years of experience in traditional aviation, or one year of experience on drones;
  • Basic knowledge of civil aviation with emphasis on air navigation
  • Passed the asynchronous online STP course UAS-INI.
